Why did China’s mass ethnic roundup go unnoticed for so long?

The Globe and Mail mentioned a UBC law student, Shawn Zhang, in an article about the Chinese authorities’ incarceration of hundreds of thousands of people in “political re-education” camps. Zhang worked with others to reveal the precise location, rapid growth and widespread nature of the camp network.
